Graham Bowskill – Highways Agency

From April 2011, Graham is Programme Director for the Asset Support Contract roll-out.  He has been with the Highways Agency for many years in both Technical Policy and Operational roles.  Since 2002 he has managed Regional Operations, firstly in the West Midlands and more recently the South West.  As Network Delivery and Development Director for the SW Graham has been responsible for strategic network needs from both the asset and land use planning perspectives.  Achieving efficiencies and value have figured large.  In 2009 Graham led the Agency team supporting the NAO review of Agency maintenance contracting, and more recently leading on a replacement for the Managing Agent Contractor (MAC) contract.  That work has coincided with the Coalition Government Spend Review 2010 which set budgets for the next 4 years.  In line with the difficult financial environment, cuts were needed in the cost of maintenance and improvement work.

Graham is now concentrating on the new Asset Support Contract, the Highways Agency replacement for its MAC.  This will be deployed on the retender of Area 2 in April 2011 followed by Area 10 later in the year.  The Agency under Graham’s direction is also now looking to roll-out the new standards for maintenance within existing MAC contracts.
