Martin has a background in the public sector and joined Buro Happold over thirteen years ago as the Director for Highways and Transport.
During 1999 Martin was responsible for developing a partnership with the public sector for the provision of design consultancy services, which subsequently became a government pathfinder project. This partnership was the first of its kind in the UK and has subsequently led the way for many others to follow.
In 2001 Martin was seconded to the Office of the Deputy Prime Ministers Strategic Partnering Taskforce. Through his role with the ODPM he offered strategic advice to local authorities who were looking to develop working relationships with the private sector
He has been involved in a number of government and industry initiatives. Having jointly produced guides on Best Value and performance management for institutions such as the Institute of Civil Engineers (ICE) and Association of Consultancy and Engineering (ACE).
In 2005 he founded the Management Consultancy group – Happold Consulting, in order to deliver strategic advice to public and private sector clients and has been responsible for advising on procurement and efficiency issues for a wide range of clients.
He was the inaugural Chair of the Local Government Sector Interest Group (SIG) for the Association of Consultancy and Engineering (ACE), is a member of the ACE Procurement SIG, is a member of the CIHT Procurement and Delivery Panel, is a member of the industry body, Highways Efficiency Liaison Group (HELG), and Chairman of the HELG Visibility Group.
As a member of the Highways Efficiency Liaison Group (HELG) he has made an important contribution to the change programme by providing advice as part of governments efficiency agenda. He was author for the industry guide ‘Achieving Efficient Delivery of Local Highway Services’ which considered the future position for local highway authorities in England.
