Matthew Lugg
Matthew has nearly 30 years experience in the public sector working for a number of County Councils as well as the Department of Transport in the UK. He is Chair of the UK Roads Board, Chair of the CSS Engineering Committee, and former Chair of the Highway Maintenance Sub-Group and the Highway Asset Management Sub-Group. Matthew has played a major role in the
development of Highway Asset Management in the UK in leading projects to produce national guidance.
Martin Low
Martin is President of TAG for 2009/2010 and is Westminster City Council’s Director of Transportation and holds the statutory post of Traffic Manager introduced through the Traffic Management Act 2004. He is the Chief Officer for the Transportation Department and has responsibility for the City Council’s role as highway authority. He has extensive experience at the cutting edge of transport technology and policy development and sits on the Department for Transport’s Network Management Board and National Traffic Manager’s Forum.
Jim Barton
Jim is Director of Trunk Road Network Management in Transport Scotland, a post which he has held for the past seven years. He is responsible for the management and operation of the Scottish Trunk Road Network, some 3500km in total, with an annual budget of £210m to support that function. Jim is a Chartered Engineer with over thirty years experience in the design, construction and operation of roads and has recently taken on the title of Chief Road Engineer.
Graham Vowles
Graham is Head of Highway Operations within Transport for London’s (TfL) Road Network Management (RNM) Directorate. RNM has responsibility for maintaining and implementing improvements on the Transport for London Road Network (TLRN) which makes up only 580km (5%) of London’s roads but carries a third of its traffic. Graham joined TfL in 2006 as Head of the North Area, RNM with responsibility for a third of the TLRN. Prior to joining TfL, Graham was Head of Highway Services for the London Borough of Enfield, an authority in which Graham’s municipal engineering career developed over an 18 year period.
Dean Kerwick-Chrisp
Dean is Head of Sustainable Development & Climate Change at the Highways Agency. He joined the Agency in 1992 advising on major improvement schemes in the Yorkshire & Humberside region. Moving to the environmental policy team, Dean led the modernisation
of the highly respected environmental assessment guidance and developed the first environmental performance measures for the Highways Agency. He supported the Department for Transport creating the new approach to appraisal, bringing equal prominence to environmental, accessibility and integration criteria alongside safety and economy. Dean holds an MA in Environmental Economics from Leeds University.
